中华人民共和国外交部向葡萄牙共和国驻华大使馆致意并荣幸地收到大使馆一九九六年十二月四日第309号照会，内容如下：
“葡萄牙共和国驻华大使馆向中华人民共和国外交部致意并谨代表葡萄牙共和国政府确认，双方本着发展两国之间友好关系和加强两国之间领事关系的共同愿望，经过友好协商，就葡萄牙共和国在中华人民共和国香港特别行政区保留总领事馆问题，达成协议如下：
一、中华人民共和国政府同意葡萄牙共和国政府在中华人民共和国香港特别行政区保留总领事馆。葡萄牙共和国总领事馆的领区为香港特别行政区。
二、中华人民共和国政府根据一九六三年四月二十四日《维也纳领事关系公约》以及中华人民共和国有关法律和规定，为葡萄牙共和国驻香港特别行政区总领事馆执行领事职务提供必要的协助和便利。
三、葡萄牙共和国驻香港特别行政区总领事馆的运作应遵循一九六三年四月二十四日《维也纳领事关系公约》的规定。
四、双方将本着协商合作的精神，根据国际法和国际惯例，友好地处理两国间的领事问题。
上述内容，如蒙外交部代表中华人民共和国政府复照确认，本照会和外交部的复照即构成两国政府间的一项协议，并自一九九七年七月一日起生效。”
中华人民共和国外交部谨代表中华人民共和国政府确认，同意上述照会内容。

The Ministry of Foreign Affairs of the People's Republic of Chinapresents its compliments to the Embassy of the Republic of Portugal inChina and has the honour to acknowledge the receipt of the latter's noteNo. 309, dated December 4, 1996, which reads as follows:
"The Embassy of the Republic of Portugal in China presents itscompliments to the Ministry of Foreign Affairs of the People's Republic ofChina and, on behalf of the Government of the Republic of Portugal, hasthe honour to confirm that, with the common desire to develop friendlyrelations and enhance consular relations between the two countries, thetwo sides have, through friendly consultations, reached the followingagreement concerning the maintenance by the Republic of Portugal of itsConsulate-General in the Hong Kong Special Administrative Region of thePeople's Republic of China:
1. The Government of the People's Republic of China agrees to themaintenance by the Government of the Republic of Portugal of itsConsulate-General in the Hong Kong Special Administrative Region of thePeople's Republic of China. The consular district of the Consulate-Generalof the Republic of Portugal shall be the Hong Kong Special AdministrativeRegion.
2. The Government of the People's Republic of China shall, inaccordance with the Vienna Convention on Consular Relations of 24 April1963 and the relevant laws and regulations of the People's Republic ofChina, accord necessary assistance and facilities to the Consulate-Generalof the Republic of Portugal in the Hong Kong Special Administrative Regionin the exercise of consular functions.
3. The operation of the Consulate-General of the Republic of Portugalin the Hong Kong Special Administrative Region shall be regulated by theVienna Convention on Consular Relations of 24 April 1963.
4. The two sides shall handle consular matters between them in afriendly manner in the spirit of consultation and cooperation, and inaccordance with international law and practice.
If the above agreement is confirmed by the Ministry of Foreign Affairson behalf of the Government of the People's Republic of China in a note ofreply, this note and the reply from the Ministry of Foreign Affairs shallconstitute an Agreement between the two governments and shall enter intoforce on 1 July 1997."
The Ministry of Foreign Affairs has the honour, on behalf of theGovernment of the People's Republic of China, to confirm its agreement tothe contents of the note.
The Ministry of Foreign Affairs avails itself of this opportunity torenew to the Embassy the assurances of its highest consideration.

THE EMBASSY OF THE REPUBLIC OF PORTUGAL IN CHINA PRESENTS ITSCOMPLIMENTS TO THE MINISTRY OF FOREIGN AFFAIRS OF THE PEOPLE'S REPUBLIC OFCHINA AND, ON BEHALF OF THE GOVERNMENT OF THE REPUBLIC OF PORTUGAL, HASTHE HONOUR TO CONFIRM THAT, WITH THE COMMON DESIRE TO DEVELOP FRIENDLYRELATIONS AND ENHANCE CONSULAR RELATIONS BETWEEN THE TWO COUNTRIES, THETWO SIDES HAVE, THROUGH FRIENDLY CONSULTATIONS, REACHED THE FOLLOWINGAGREEMENT CONCERNING THE MAINTENANCE BY THE REPUBLIC OF PORTUGAL OF ITSCONSULATE-GENERAL IN THE HONG KONG SPECIAL ADMINISTRATIVE REGION OF THEPEOPLE'S REPUBLIC OF CHINA:
1. THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA AGREES TO THEMAINTENANCE BY THE GOVERNMENT OF THE REPUBLIC OF PORTUGAL OF ITSCONSULATE-GENERAL IN THE HONG KONG SPECIAL ADMINISTRATIVE REGION OF THEPEOPLE'S REPUBLIC OF CHINA. THE CONSULAR DISTRICT OF THE CONSULATE-GENERALOF THE REPUBLIC OF PORTUGAL SHALL BE THE HONG KONG SPECIAL ADMINISTRATIVEREGION.
2. THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA SHALL, INACCORDANCE WITH THE VIENNA CONVENTION ON CONSULAR RELATIONS OF 24 APRIL1963 AND THE RELEVANT LAWS AND REGULATIONS OF THE PEOPLE'S REPUBLIC OFCHINA, ACCORD NECESSARY ASSISTANCE AND FACILITIES TO THE CONSULATE-GENERALOF THE REPUBLIC OF PORTUGAL IN THE HONG KONG SPECIAL ADMINISTRATIVE REGIONIN THE EXERCISE OF CONSULAR FUNCTIONS.
3. THE OPERATION OF THE CONSULATE-GENERAL OF THE REPUBLIC OF PORTUGALIN THE HONG KONG SPECIAL ADMINISTRATIVE REGION SHALL BE REGULATED BY THEVIENNA CONVENTION ON CONSULAR RELATIONS OF 24 APRIL 1963.
4. THE TWO SIDES SHALL HANDLE CONSULAR MATTERS BETWEEN THEM IN AFRIENDLY MANNER IN THE SPIRIT OF CONSULTATION AND COOPERATION, AND INACCORDANCE WITH INTERNATIONAL LAW AND PRACTICE.
IF THE ABOVE AGREEMENT IS CONFIRMED BY THE MINISTRY OF FOREIGN AFFAIRSON BEHALF OF THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA IN A NOTE OFREPLY, THIS NOTE AND THE REPLY FROM THE MINISTRY OF FOREIGN AFFAIRS SHALLCONSTITUTE AN AGREEMENT BETWEEN THE TWO GOVERNMENTS AND SHALL ENTER INTOFORCE ON 1 JULY 1997.
THE EMBASSY OF THE REPUBLIC OF PORTUGAL AVAILS ITSELF OF THISOPPORTUNITY TO RENEW TO THE MINISTRY OF FOREIGN AFFAIRS THE ASSURANCES OFITS HIGHEST CONSIDERATION.
